The prolonged Kosovo-Serbia dialogue, spanning 11 years, has yielded no significant outcomes despite 33 signed agreements, most of which remain unimplemented. This situation raises questions about the seriousness of the parties involved and the effectiveness of external facilitators like the EU and USA. Serbia's reluctance to engage in genuine normalization efforts, coupled with its focus on political status rather than practical agreements, has led to a stagnant and frustrating negotiation process, undermining the potential for resolution since Kosovo's independence in 2008.
