The Yearbook highlights the significant developments in international humanitarian law (IHL) around the turn of the millennium, particularly as states began to take IHL more seriously. With many countries amending their penal codes to align with the Rome Statute for the International Criminal Court (ICC), there is a growing commitment to criminalizing serious breaches of humanitarian law. This shift not only facilitates states' entry into the ICC regime but also fosters the evolution of customary international criminal law, paving the way for diverse enforcement mechanisms.
