The book proposes a regional approach to nuclear risk management, arguing it is more viable than an unattainable global framework. It critiques the inadequacies of existing international nuclear liability laws, particularly in light of the Chernobyl disaster, and highlights the lack of transboundary legal protections as many countries expand their nuclear programs. Focusing on South Asia, it combines a literature review, risk assessment studies, and expert interviews to explore the feasibility of a regional mechanism for nuclear safety within the South Asian Association for Regional Cooperation (SAARC).
