Currently, there already exists a variety of high quality solutions in the areas of e-Learning technology and content. Nevertheless, the current state of the art is dominated by isolated solutions. An appropriate effort has to be undertaken in order to bring these solutions together, to develop and deliver e-Knowledge and e-Learning services in an integrated fashion. While in the past the focus in e-Learning has been on the development of methodologies, technologies, contents for dedicated application scenarios (first generation of e-Learning), the main challenges today are twofold: on the one hand, new and upcoming technologies (e. g. UMTS) have to be smoothly integrated, on the other hand, new integrated application scenarios have to be covered. The study describes a research roadmap in the area of e-Learning and e-Knowledge services and will be a step towards the integration and harmonization of existing e-Learning concepts, technologies and standards on a European scale to provide a base for real 'continuous lifelong learning & working'. It covers the organisational, pedagogical and technological aspects of the development and operation of a Europewide e-Learning infrastructure.
