This book presents the proceedings from the International Tax Conference on the common consolidated corporate tax base (CCCTB) held in Berlin on May 15-16, 2007. Organized by the German Federal Ministry of Finance, the Centre for European Economic Research (ZEW), and the Max Planck Institute for Intellectual Property, Competition and Tax Law, the conference brought together over 250 participants, including scholars, politicians, business professionals, and tax administrators from Europe and beyond. They engaged in discussions regarding the European Commission’s proposal for the CCCTB. Three panels of tax experts evaluated various aspects of the common tax base, including structural elements, consolidation, allocation, international implications, and administration. The conference highlighted the CCCTB's potential to address significant challenges in corporate income taxation within the Common Market. Implementing common tax accounting rules could significantly lower compliance and administrative costs. Additionally, the consolidation of profits and losses across borders would facilitate cross-border loss compensation, alleviating a major barrier to investment in Europe. Furthermore, the CCCTB could mitigate tax planning issues related to financing and transfer pricing within the EU, allowing member states to eliminate tax provisions aimed at cross-border tax evasion that may face challenges from the European Court of Justice.
