This dissertation explores the institutionalized relationship between NATO and Russia since 1997, focusing on the outcomes of the 1997 Permanent Joint Council (PJC) and the 2002 NATO-Russia Council (NRC). The enduring legacy of Cold War structures continues to shape NATO-Russia interactions, particularly evident during the Kosovo crisis and following the September 11 attacks, marking the onset of the “post-post-Cold War era.” The research includes an empirical analysis of the policy fields addressed by the PJC and NRC, with a specific emphasis on NATO-Russia cooperation in the Balkans and the fight against terrorism. Additionally, the case study examines NATO-Russia interactions in Central Asia, considering geopolitical trends that will influence both parties' future actions. By tracing significant events that have impacted NATO-Russia relations, the dissertation assesses the quality of these relations and elucidates the reasons behind the recurring patterns observed.
