The new international economic order legal debate

The debate on the New International Economic Order (NIEO) - a Third World prescription for correcting the inequities of the international system and dealing with the problem of underdevelopment - has been increasingly turned by its proponents into a legal one. This approach has sparked a colossal controversy as to the actual legal value of the NIEO and the role, in general, of international law today. How successful has been this approach? What conflict is it creating? How might this conflict be minimized while still answering the concerns about hunger and underdevelopment which propelled the NIEO?
