Social Assistance in Albania: Decentralization and Targeted Transfers

Focusing on the effectiveness of social assistance in Albania, this study examines how the program targets poverty among nearly 20% of the population. It highlights the community's role in the distribution process and finds that, compared to other low-income countries' safety net programs, Albania's social assistance is relatively well-targeted to those in need.
