Jack Wade, an insurance claims adjuster, is a specialist in fire damage. When a claim is made on the destruction a beautiful and expensive Californian home, Jack believes there could be arson about. This takes a back seat as his investigations lead him into a quagmire of corruption, counterfeiting and ethnic gang violence.
