After over a decade of relative stability, recent years have seen new momentum in EU budget politics. The Treaty of Lisbon introduced the broadest reform of budgetary procedures since the 1970s, while the financial and economic crisis has intensified scepticism towards European integration among citizens and decision-makers. As a result, the EU budget has become more controversial, more flexible and more fragmented.
