On the move to meaningful internet systems 2003: OTM 2003 workshops

The 2002 edition in Irvine aimed to foster cross-pollination among missions by featuring renowned keynote speakers, including Sycara, Soley, and Mylopoulos. To encourage broader participation, authors were granted free access to another conference or workshop of their choice. This initiative resulted in a significant increase in submissions, totaling 360 for the three conferences and 170 for the workshops. This surge indicates a measurable success in attracting a diverse array of scientific papers, enabling the program committees to curate a high-quality selection of global research in the relevant fields. Despite the increased submissions, the Program Chairs for the main conferences chose to maintain a similar acceptance rate as in 2002, approving approximately one paper for every four to five submitted. In contrast, the workshops had a higher acceptance rate of about one in two. Consequently, the decision was made to split the proceedings into two volumes, each with distinct titles, and we extend our gratitude to Springer-Verlag for their support in producing these publications. The review process was thorough, with each paper in the main conferences evaluated by at least three referees, ensuring a professional standard throughout.
